Construction (Design and Management)

CDM 2015 was introduced early 2015 and makes significant changes to the Construction Design and Management Regulations (European Legislation which dictated construction Health and safety Practices for 15 years).

The main changes which relate to CDM 2015 are:

THERE IS NO LONGER A CDM COORDINATOR  BUT THERE IS A PRINCIPAL DESIGNER
The new Principal Designer (PD) role replaces the existing CDM Coordinator position. The PD is expected to be a client appointment from within the design team.
The PD will be responsible for:
• Eliminating or controlling risk throughout the design phase
• Ensuring that the Principal Contractor (PC) is kept updated
• Ensuring that a Construction Phase Plan (CPP) is prepared
• Assisting the client with the preparation of the CPP
• Make certain that designers comply with their duties
• Preparing the Health and Safety file
A project with more than one contractor, the client must appoint a PC or PD.

DOMESTIC CLIENTS
Domestic clients had no responsibilities under CDM 2007 but CDM 2015 removes the exemption and now small domestic works are subject to these complex regulations.

NOTIFICATION OF PROJECTS.
Commercial and domestic clients must notify the HSE about projects expected to last “more than 30 working days and more than 20 workers simultaneously.

PRINCIPAL CONTRACTOR
On smaller domestic works, smaller contractors, until now not affected by CDM regulations, must prepare Construction Phase plans and management health and safety on site.
